Maritime Board to execute Rs 323 cr Kakinada coastal protection project
Amaravati: The state government has entrusted the Andhra Pradesh Maritime Board (APMB) with execution of a Rs 323-crore coastal protection project aimed at tackling severe erosion along the Uppada-Kakinada coastline, under the National Disaster Mitigation Fund.
The project, ‘Enhancing Coastal Resilience for Kakinada Coast,’ has been sanctioned under the National Disaster Mitigation Fund to protect the severely eroding coastline. Its Detailed Project Report was prepared with technical expertise from the National Centre for Coastal Research (NCCR) under the Ministry of Earth Sciences.
The government’s decision to entrust the work to APMB reflects the nature of the project, which involves marine construction rather than a conventional civil works programme.
The Kakinada collector had specifically sought APMB’s involvement, citing its statutory mandate, specialised marine construction expertise, access to marine equipment and specialised contractors, experience with the coastal regulatory framework and ability to undertake subsequent operation, maintenance and monitoring of coastal protection structures.
The government has now authorised the APMB Chief Executive Officer to undertake all preparatory action and execute the protection works. The board will handle the procurement of consultants for Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) studies and pursue the mandatory Coastal Regulation Zone (CRZ) clearances.
The government’s order therefore sets up a parallel track for the project- preparatory and regulatory clearances on one side and execution planning on the other-with APMB tasked with coordinating the specialised requirements.
The Rs 323 crore estimate places the Uppada-Kakinada intervention among the state’s significant coastal resilience works, with the NCCR-backed DPR providing the technical basis for the proposed protection measures. For APMB, the assignment also expands its role from managing maritime infrastructure to undertaking a major coastal resilience and disaster-mitigation intervention, including the long-term monitoring and maintenance of the protection structures.
