Punjab government clears stricter sacrilege law amendments, proposing life imprisonment and fines up to ₹25 lakh to curb desecration of Guru Granth Sahib.

The Punjab government has approved stricter amendments to its sacrilege law, introducing harsher penalties including life imprisonment and fines of up to ₹25 lakh. The decision was taken by the state Cabinet led by Chief Minister Bhagwant Mann, aiming to curb incidents of desecration and protect religious sentiments.
The proposed amendment, titled the Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026, seeks to strengthen legal provisions against ‘beadbi’ (sacrilege) of the Guru Granth Sahib. The Bill is expected to be tabled in the state Assembly during a special session.
Under the new provisions, the law removes the possibility of using mental illness as a defence in such cases. It also includes strict action against individuals who allegedly orchestrate sacrilege acts using others as part of a conspiracy. Investigations into such offences will be handled by officers of Deputy Superintendent of Police rank or above.
State Finance Minister Harpal Singh Cheema stated that the enhanced penalties are intended to act as a strong deterrent, as existing laws under the Bharatiya Nyaya Sanhita were not considered stringent enough.
The government clarified that the proposed legislation specifically addresses sacrilege related to the Guru Granth Sahib and does not extend to other religious texts. Officials believe the move will help maintain communal harmony and reinforce respect for religious institutions across the state.
