Industrial associations across Hyderabad are deeply concerned over the government’s policy mandating the relocation of manufacturing units outside the Outer Ring Road (ORR). While decongesting the inner urban matrix is a noble goal, the abrupt enforcement risks severe financial distress for thousands of micro and small enterprises.

Factory owners face massive capital expenditures, logistics hurdles, and labour displacement without adequate transitional support or ready-to-use industrial parks equipped with proper utilities. Furthermore, the lack of

clarity regarding revised market valuations for abandoned inner-city industrial estates leaves business owners vulnerable to distressed asset sales.

The state administration must introduce a structured transition framework, offering tax sops, subsidised relocation packages, and clear land-conversion policies. Sustainable urban growth requires balancing environmental decongestion with the economic viability of the manufacturing sector.
