Dr Dilli Rao is Addl Chief Electoral Officer

Vijayawada: The State government has transferred AP State Civil Supplies Corporation Limited (APSCSCL) Vice-Chairman and Managing Director and senior IAS officer Dr S Dilli Rao and appointed him as the State Additional Chief Electoral Officer (CEO) with immediate effect.

Chief Secretary G Sai Prasad issued GO Rt No 1492 on Monday announcing the transfer. Meanwhile, K Kanna Babu, Commissioner of Civil Supplies and Ex-Officio Secretary, has been entrusted with the Full Additional Charge (FAC) of the posts of Vice-Chairman and Managing Director, APSCSCL, and Controller of Legal Metrology until further orders.

During Dr Dilli Rao’s tenure as Vice Chairman and Managing Director of APSCSCL from November 2025 to August 2026, APSCSCL recorded its highest-ever procurement of 74.14 lakh metric tonnes (LMTs) of paddy from 10.33 lakh farmers across the last four procurement seasons. The Corporation also witnessed record utilisation of its WhatsApp Chatbot, achieved record procurement of 50,330 metric tonnes of jowar and 5,808 metric tonnes of ragi.

APSCSCL introduced several first-of-their-kind digital initiatives under Dr Dilli Rao’s leadership. Andhra Pradesh became the first State in the country to implement GPS-based tracking of vehicles transporting Custom Milled Rice (CMR).

The Corporation also introduced encrypted QR code-based traceability for every CMR bag by integrating the system with TCS, NIC and the Department of Food and Public Distribution’s SCAN Module.

Financial governance also witnessed major improvements. APSCSCL mobilised Rs 22,253 crore in fresh loans while repaying Rs 13,436 crore, ensuring uninterrupted procurement operations.

The Corporation expanded digital governance through an Integrated Paperless Finance Management System, electronic Bank Guarantees (e-BGs) and PFMS-based payments.
